There are no per-person rows behind this screen to expand into. Aggregates appear only once a cohort is large enough that no individual can be inferred from them, which is why a small or new cohort shows nothing at all.

The signal comes from work your people were doing anyway, scored against a rubric you can read. If there is not enough of it yet, the page says so rather than filling the space with a number.

Can I see one person's fluency score?

No — and that is the design. This page reports aggregates only; no individual rows exist behind it. Individuals get their coaching privately, which is exactly why the aggregate is worth reading.

Where does the signal come from?

Real work, scored against the published rubric — not a separate test. If a cohort has not produced enough work yet, the page says there are no rollups rather than inventing a number.
