Drafting a tender pack from a one-page requirement note

What to check before you ship it in India
- For central ministries and departments, Rule 149 of the General Financial Rules 2017 makes buying through the Government e-Marketplace mandatory for goods and services available there, with the route set by value band. A pack drafted for an open tender when GeM applies is unusable.
- Packs and their annexures carry the names and contact details of the requisitioning officer and of past bidders' representatives. Section 8(1) keeps you responsible for processing done on your behalf irrespective of any agreement to the contrary.
